Promoting local democratic governance in the municipality of Tetouan by expanding institutional and citizen capacities in the management of public services (Phase III).

Starting point

The Urban Commune of Tetouan is governed by the “Communal Charter,” which emphasizes the inclusion of citizens, through civil society actors (local associations), as a key element for good city governance.

The Charter contemplates the management of local facilities and infrastructure, such as social and cultural centers, which are key to the integration of the city’s most disadvantaged groups.

Promoting local democratic governance in the municipality of Tetouan, through the expansion of institutional and citizen capacities in the management of public services.

What is the project about

The project presented is the third phase of a joint initiative between the CODESPA Catalunya Foundation and its local partner, the ATIL Association.

This initiative, supported and subsidized by Barcelona City Council during the 2013-2016 period, aims to provide the Municipality of Tetouan with a participatory management model for local facilities, with the direct and coordinated involvement of public and civil society stakeholders, and to train and support its technical team during the process of appropriation, implementation, replication, and generalization of the designed model.

In this third and final phase, the project will be based on three main actions:

  1. The implementation of the participatory management model in 3 local facilities, as a pilot;
  2. Replicate and generalize the model in at least 80% of the local facilities in the Tetuán Commune;
  3. Train and support the technical team of the Tetuán Municipality to implement a monitoring and evaluation system for the participatory management model.
